Honda is recalling nearly 250,000 vehicles worldwide for brakes that can suddenly kick in even when the driver isn’t braking. Problem reportedly due to improper electronics and wiring in the vehicle-stability-assist system.

The proposed legislation, if passed by Congress, will set a cap of 10 percent ethanol (E10) that is approved for use in the nation’s gasoline supply.
