Wrentham, Mass auto inspectors to pay $116K for emissions fraud
Bill and Michael Daly of Wrentham auto service station Bill’s Automotive Center Inc. will be paying up to $116,000 for what’s known as clean scanning.
The issuing of passing inspection stickers to cars that failed emissions control tests violates several state laws. Attorney General Martha Coakley’s office accused Bill Daly, and his nephew Michael, of violating these laws, which prompted a settlement to resolve the accusations.
“By putting these faulty vehicles back on the road to make a few extra bucks, we believe these licensed motor vehicle inspectors intentionally violated the law that protects the air we breathe from pollutants,” Coakley said.
Under terms of the settlement, Bill Daly will permanently be prohibited from conducting emissions tests while Michael Daly will have his license suspended for the next 15 months, according to Coakley’s office. Bill’s Automotive won’t be allowed to inspect vehicles for a pair of three-month periods over the next year and a half. Coakley also announced that Bill’s Automotive is in hot water for allegedly violating the state’s hazardous waste management law.
Bill’s Automotive allegedly continued to use a leaking industrial wastewater holding tank that may have polluted the groundwater, didn’t register with the state Department of Environmental Protection as a “small generator” of waste oil and also didn’t comply with signage requirements, Coakley’s office said.
Bill Daly, Bill’s Automotive and JMB Realty have agreed to pay $100,000 and Michael Daly must pay a $16,000 civil penalty. No one could be reached at Bill’s Automotive on Friday.
