Germany blocks EU caps on emissions to protect car industry

German Chancellor Angela Merkel wants her country's automakers, which include BMW, Daimler and Audi, to be able to offset their emissions by amassing credits instead of having to actually reduce the amount of emissions their passenger cars emit.
